The Orphan Relative Visa (Subclass 117) allows a child to relocate to Australia with a relative if their parents are dead, cannot care for them or can't be found. This is an offshore application for children who are currently OUTSIDE Australia.
ORPHAN RELATIVE VISA (SUBCLASS 117)
The Orphan Relative Visa (Subclass 117) allows a child stay in Australia to remain with a relative indefinitely if their parent's are unable to care for the child, not able to be found or are deceased. It allows the child to travel to and from Australia as well as work and study in Australia as well as enroll in medicare.
To be eligible for this visa, you will need to be:

Sponsored by an eligible sibling, grand parent, step grand parent, uncle, aunt, or step uncle/aunt. The sponsorship must be approved and the sponsor must not have been charged or convicted of offences involving children.

Have no parent who can care for you because they are: deceased, unable to be found or for some other reason unable to care.

Able to meet health and character tests.

Younger than 18.

Have consent from all persons who can have legal decision makings with regards to the residence of the child, the laws of the home country need to enable the child to leave, and the consent to migrate is consistent with any Australian Child Order made.

Be outside Australia at the time of application.

The Orphan Relative Visa (Subclass 117) can only be refused if The Department feel it is not in the best interests of a child under 18. Further there needs to be no outstanding debts to the Commonwealth, and the child must not have had previous visas cancelled or refused.

The main difference between the Orphan Relative Visa (Subclass 837) and the Orphan Relative Visa (Subclass 117) is that the Orphan Relative Visa (Subclass 837) is an onshore (within Australia application) while the Orphan Relative Visa (Subclass 117) is to be applied offshore (outside Australia).
